All governmental entities (federal, state, local) have two sets of books. There are the books associated with the annual budget, where they cry that they need more “revenue.” Then, there is the Comprehensive Annual Financial Report that shows millions (at the local level) and billions (at the state level) and trillions (at the federal level) of dollars in assets generating millions and billions and trillions in income annually, where this income is never placed into the annual budge as revenue.These funds are maintained off-budget and used to buy even more income generating property. If, instead of allowing the states to increase their holdings, we were to return this income to the annual budget as revenue, we could eliminate the bulk of taxes paid by citizens and lawful resident aliens. Any need for taxes that might remain could be borne by corporations and by regulating commodities such as gasoline, alcohol, tobacco, and the like.A CAFR breakdown by state: http://www.cafrman.com/
